In the period August 2015 – November 2016, a comprehensive SCORE-based assessment was completed through a partnership between SeeD and UCBI in conjunction with local survey partner GfK. In Phase II, SeeD will be engaged by UCBI to further the efforts in promoting utilization of existing SCORE findings to inform policy making processes in Ukraine and guide the development of programmatic interventions for both international and local stakeholders into their respective programming priorities to further promote social cohesion and reconciliation in Ukraine.
In particular, specific government institutions that could participate in such deliberations include, the Presidential Administration, Parliament, the Ministry of IDPs and oblast-level administration in the regions of interest. While such government actors will be approached and engaged with separately to ensure that there is adequate confidence and trust for substantive deliberations, other key stakeholders will be engaged with in dialogue groups to encourage creative solutions and consensus building. Beyond the engagement with external SCORE stakeholders, an internal process of deliberation would also be instituted with USAID, OTI and the UCBI program, to contrast current and planned programmatic priorities with the SCORE findings, consider alternative strategies that might represent a better fit to the current situation as revealed by the SCORE Index, and to integrate relevant aspects of the SCORE methodology into the Monitoring & Evaluation practices.
