SeeD’s long-time partner, Interpeace, developed a methodology called, Frameworks for Assessing Resilience (FAR). FAR is used to better understand, address and assess the key sources of fragility and resilience within conflict or violence-prone countries. We used our evidence-based methods to help design the FAR programme, which was piloted in three countries – Timor-Leste, Guatemala and Liberia. In Timor-Leste, the challenges of building solid post-independence state-society relations was at the heart of recommendations from the FAR. This emphasised the need to enhance the effectiveness of civic engagement by adopting a resilience approach. It included recommendations for building on traditional Timorese culture and drawing on the Catholic Church in the implementation of civic education programmes.
